What is Support at Home?

Support at Home is Australia’s new in-home aged care program. It replaced Home Care Packages on 1 November 2025.

The goal is simple: To make care easier to understand, easier to manage, and more flexible for older Australians.

If you’re not yet on a Home Care Package or Support at Home program, here’s what to do next.

Start with My Aged Care

Your first step is to register with My Aged Care.
They’ll ask a few questions so they can understand your situation.

Have your in-home assessment

A trained assessor will visit you at home. They’ll talk with you about what’s becoming difficult, what’s important to you, and the type of help that would make life easier.

This assessment determines:
  • If you’re eligible for Support at Home
  • Your support level
  • Any contributions that apply under the new framework

Get your approval decision

After your assessment, My Aged Care will confirm:
  • Your Support at Home level
  • Your quarterly budget
  • Any personal contributions (some people pay 0%, depending on income and circumstances)

You don’t need to understand every detail — we’ll explain your budget in simple language when you join us.

Choose Haisey as your provider

Once you’re approved, you can choose who supports you.
If you choose Haisey, we’ll take care of everything from here:

Your Support at Home Level and Budget

From 1 November 2025, the Australian Government’s Support at Home program replaces the old Home Care Packages. The new Support at Home program has eight funding levels, each based on your care needs. The higher your level, the larger your quarterly budget.

These supports sit outside your regular quarterly budget — so you won’t use up your everyday funding.

Support at Home includes three extra forms of assistance that many people aren’t aware of. Each has its own dedicated funding, its own approval process, and is designed to give you more flexibility when your needs change.

Assistive Technology & Home Modifications (AT-HM)

This funding helps you stay safe, mobile and comfortable at home by covering essential equipment and small home modifications.

You may be approved for one of the following tiers, each with 12 months to use the funds:

  • Low tier: $500
  • Medium tier: $2,000
  • High tier: $15,000
  • Above $15,000: Additional funding may be approved when supported by the right clinical evidence

End-of-Life Care

When someone chooses to stay at home at the end of life, additional funding may be provided to ensure they are comfortable and well-supported.

Restorative Care (Short-Term)

A short-term, higher-intensity program designed to help you recover after a setback — such as a fall, illness, hospital stay or a sudden loss of confidence at home.

For people coming from Short-Term Restorative Care (STRC)

If you were already receiving STRC before 1 November 2025, you will continue your episode under Support at Home — nothing stops or changes for you. If you were approved for STRC but hadn’t started your episode before 1 November 2025, your approval has automatically moved to the new Restorative Care pathway.

  • This approval stays valid for 6 months from your original assessment date.
  • If not used in that time, a new assessment will be needed.

This ensures everyone in transition is still able to access short-term, restorative support.

What is the Support at Home program?

Support at Home is the Australian Government’s new aged care program replacing Home Care Packages from 1 November 2025.

It’s designed to make funding clearer, with eight levels of support, quarterly budgets, and simpler fee structure

Will my services change under Support at Home?

No — your care and supports will continue without interruption.

If you were on a Home Care Package, your plan will automatically transition to a matching Support at Home level.

We’ll guide you through any changes and make sure your new plan reflects your current goals.

What happens to my unspent funds?

Any unspent funds from your previous package will roll over into your new Support at Home budget.

They remain available for approved services, must be used within the program’s timeframes, and can’t be withdrawn for personal use.

Are there any entry or exit fees?

No — the Support at Home program does not allow entry or exit fees. If you choose to change providers, your remaining funds simply transfer with you.

How are my fees calculated?

Your total budget is set by your Support at Home level.

From that, up to 10 % may be used for care management, and the rest goes directly toward your chosen services.

We’ll provide a full breakdown before you start so you always know what you’re paying for.

Can I choose my own service providers?

Yes. You have full choice and control over who provides your care.

We can help you coordinate multiple providers or connect you with trusted partners in your area.

What is included in the Care Management Fee?

Your Care Management Fee covers planning, coordination, and monitoring of your care plan — including communication with health professionals, updating your plan, and ensuring services meet your needs.

You’ll never be charged additional admin fees on top of this.

What if my care needs change?

If your needs increase or decrease, we’ll help you request a reassessment through My Aged Care.

You may be moved to a different Support at Home level with a new quarterly budget that fits your current situation.

Do I have to contribute to my care costs?

Some people may be asked to make an income-tested contribution, depending on their financial circumstances.

You can estimate your contribution using the My Aged Care Fee Estimator at myagedcare.gov.au.

How will I know how my budget is being used?

You’ll receive regular statements showing your balance, what services you’ve used, and how much remains.

We’ll review this with you each quarter to keep your care plan on track.
